Director:
Sanford B. Kozlen - Division 1
Sanford “Sandy” Kozlen was first elected as Director, Division One in 1996. Previously he served as Treasurer and Assessor/ Collector for the Carmichael Water District.
Director Kozlen has contributed to Carmichael Water District becoming a leader in California’s Water Industry by seeking our 100 Year Master Plan, by calling for our successful action on the Aerojet groundwater contamination plume without litigation, by providing guidance for the award winning modernization and upgrading of our facilities and operating systems and by participation in regional and statewide water organizations. He currently has a special interest in our project to integrate our financial, maintenance and asset management systems for tracking and public disclosure of long term financial requirements.
Director Kozlen has served as a Director for the Sacramento Regional Water Authority. He currently serves as a Director for the Sacramento Groundwater Authority, where he participated in drafting the Authority’s Joint Powers Agreement. He is the District’s representative to the Association of California Water Agencies (ACWA) Groundwater Committee and the Groundwater Resources Association (GRA). He also serves as the District’s representative to the Board of Directors of the ACWA Joint Powers Insurance Authority and as a member of the Risk Management Committee. He is the District’s representative to ACWA’s Region Four Board.
Director Kozlen’s community involvements have included: President of the Kiwanis Club of Carmichael; Director, Carmichael Recreation and Park District; Director, Sacramento County Taxpayers League; member, San Juan Schools Finance and Facilities Oversight Committees; member of the Carmichael Chamber of Commerce; and member of The Veterans of Foreign Wars. He has a Masters Degree (MBA) in Industrial Management from the University of Southern California and professional certification from the Society of Logistics Engineers.
He and his wife, Phyllis have resided in Carmichael since 1978, have been married for 50 years and have two children and four grandchildren.
Director: Mark R. Emmerson - Division 2

Mark R. Emmerson is employed with the California Department
of Health Services. He was elected to the Board of Directors
in 1996 to represent Division 2 and has served as Past President
of the Board.
Director: John A. Wallace - Division 3
John A. Wallace is a Research Scientist with the California Department of Public Health. His duties at the state include technical consultation in the area of drug and cosmetic manufacturing, legislative analysis and providing educational information to industry and public. He earned his Ph.D. in chemistry from the University of Cincinnati and an M.B.A. from the University of Utah. Dr. Wallace’s doctoral research involved studying the binding site of progesterone with orosmucoid. A later post-doctoral position at the University of Cincinnati allowed him to perform patented research in the organic synthesis of beta-lactam drugs, i.e. penicillins and cephalosporins.
Director Wallace was appointed to fill the unexpired term of a former director in 1999, elected in 2000 and has served as President and Vice-President. Since 2000, he has served the District’s representative on the Regional Water Forum Successor Effort.
Director Wallace has spent a lifetime working with youth. He has been a Boy Scout leader since 1971, presently committee member of Troop 386 (Carmichael Elks) and a youth advisor for his church, Carmichael Presbyterian, since moving to California in 1991. He has been a part of sixteen mission trips to Mexico involving youth in building homes and has participated in nine 50-mile backpacking trips with scouts. Because of his dedication to Sacramento area youth, Director Wallace received the Sacramento County Sheriff Department’s Heart Of A Hero award in 2005. Director Wallace is a member of the Sacramento Presbytery’s Joining Hands partnership with India. This partnership is working to empower the Dalits, women and marginalized farmers to fight for their human dignity.
Director Wallace and his wife, Connie, have resided in Carmichael since 1991. They have one son living in Boston.
Director: Ron Greenwood - Division 4
Ron Greenwood is a Real Estate Office Manager for Prudential NorCal Realty (Diez & Leis Real Estate Group) in Carmichael. Ron began serving as a director for the CWD in 2007 and represents Division 4. He has been and is currently a director for the California Association of Realtors (C.A.R.) where he serves on the Federal Issues Committee, and the Forms Advisory Committee. Ron currently serves as a Director for the Sacramento Association of Realtors and is a past president and life member of the S.A.R. Masters Club. He is a firm believer in active community involvement and volunteerism, serving as a former President and director of the Kiwanis Club of Carmichael, Membership Committee Co-Chair, one of the founding directors of the North Area Teen Center and serving on an ad hoc committee for the Carmichael Park District (C.A.P.) working to get funding for our community’s new pool and aquatic center.
Director: Paul Selsky - Division 5
Paul
Selsky is a Civil Engineer with Brown and Caldwell. He earned
his B.S. in Civil Engineering in 1976 from the University
of Virginia and is a licensed Civil Engineer in California
and Wyoming. He was elected to the Board of Directors in November
1996 to represent Division 5 and has served as Past President
and Past Vice-President of the board. He is a member of the
American Water Works Association.
Steven M. Nugent - General Manager/Secretary

Steven
(Steve) M. Nugent's career in the water industry began in
1981: Del Paso Manor Water District, Serviceman 1981-1985;
Carmichael Water District, Pump Operator 1985-1988; promoted
to Foreman 1988-1990; Elk Grove Water Works (Private Water
Utility), Operation Supervisor 1990-1994; Carmichael Water
District, Production Supervisor 1994-1995; promoted to Assistant
General Manager 1995-2003; served as Assistant General Manager
for eight years and was promoted to General Manager July 1,
2003.
Steve holds a Grade 5 California State Water Distribution
Operator License, a Grade 4 AWWA Water Distribution Operators
License, a Grade 3 California State Water Treatment Plant
Operators License, a Grade 2 California State Wastewater Treatment
Plant Operator License and an AWWA Backflow Tester License.
Steve is a member of the Sacramento Water Works Association
(SAWWA) and American Water Works Association (AWWA); SAWWA
Water Education Committee, Co-chairman 1993-1995; SAWWA Well
Testing Committee, Chairman 1993-1998; assisted California
State University, Sacramento (CSUS) in developing an educational
video series for Department of Health Services Water Distribution
Operator training 2002-2003; AWWA Research Foundation Micro-Filtration/Ultra-Filtration
Project, participant 2003; continues to teach water distribution
and water treatment classes for operators.

Lynette S. Moreno
- Assistant Manager/Treasurer to Board
Lynette
S. Moreno's career in the water industry began in 1991: Elk
Grove Water Works (Private Water Utility), Customer Service
Specialist 1991-1995; promoted to Administrative Manager 1995-1999;
Carmichael Water District, Business Manager 1999-2003; served
as Business Manager for four years and was promoted to Assistant
General Manager July 1, 2003.
Lynette graduated from the University of South Florida, Tampa
in 1991 with a BA from the College of Arts and Sciences, majoring
in Geography with emphasis in mapping/GIS. She is a member
of the Sacramento Water Works Association (SAWWA) and American
Water Works Association (AWWA); RWA Conservation Program,
participant; ACWA/JPIA Human Resources Group, participant.
