I. Connection Fees:
A connection fee is charged for
new development and/or reconnection to the Carmichael Water
District water main. The connection fee consists of two components
(tap fee and facilities fee). The tap fee is the actual physical
construction cost of tapping into district facilities and
is a fee associated with both new development and reconnection
within the district. The facilities fee is generated to fund
additional capacity to production facilities, rehabilitation
of production, treatment, storage and transmission facilities
and is a fee associated with new development only.
The following fees shall be charged
for each new connection or each reconnection to a Carmichael
Water District water main:

The capital facilities fees are
outlined in the capital facilities fees report of April 30,
2003 by The Reed Group, Inc. (see Exhibit A attached). The
capital facilities fees were calculated based on the system
buy-in methodology whereby the fee represents a proportionate
share of the current value of water system capacity. There
are no increases in the tap fees charges adopted February
18, 2003.

II. Plan Check Fees:
a). Developments (residential or commercial) that DO
NOT REQUIRE C.W.D engineering review, plan check and approval
for water service. Minimum Fee $100.00

b). Developments that DO REQUIRE C.W.D review and approval
shall be charged at a rate of $65.00/hour for C.W.D engineering
review, subject to the following minimums:

of 1-5 lots requiring CWD engineering review and approval,
with no mainline extension(s), frontage improvements or
fire hydrants. Minimum Fee $1,040.00 
If Fire Flow Analysis is required additional cost of $600.00
will be added. |

of 1-5 lots requiring CWD engineering review and approval,
with mainline extension(s), frontage improvements or fire
hydrants. Minimum Fee $2,080.00

of 6 lots or more requiring CWD engineering review and
approval, with mainline extension(s), frontage improvements
or fire hydrants. Minimum Fee $4,160.00

Commercial Developments
that are 0 to 3,000 sq. ft. Minimum Fee $1,040.00 based
on 16 hours of review at $65.00/hour. |

Commercial Developments
that are 3,001 to 6,000 sq. ft. Minimum Fee $2,080.00
based on 32 hours of review at $65.00/hour. |

| B6). |
Commercial Developments
that are over 6, 001 sq. ft. Minimum Fee $4,160.00 based
on 64 hours of review at $65.00/hour. |

Note: The above fees are based on a typical commercial development.
Additionally all hours required for review over the based
hours identified will be charged at the rate of $65.00/hour.

Note: Minimum Plan Check and Fire Flow Analysis Fees shall
be paid in advance. All other fees must be paid before final
plan approval and signature by the Carmichael Water District.

III. Employee and Equipment
Hourly Rates:
Carmichael Water District will provide assistance for the
installation and connection of water services, water mains
and fire hydrants upon prior arrangements with Contractors
and Developers. Carmichael Water District's participation
is required for all major connections to existing District
owned facilities. The rates listed below shall be used when
billing a Contractor or Developer for work performed by the
Carmichael Water District using District labor.

The rates listed below shall be used when billing a Contractor
or a Developer for work performed by the Carmichael Water
District using District owned equipment. District personnel
shall operate all District equipment only. If the need should
arise that rental equipment other than District owned equipment
is needed to facilitate repairs or replacements, the Contractor
or Developer will be liable for actual rental cost.

IV. Materials and Overhead Costs:
A. Materials obtained or provided by C.W.D. shall be
billed at cost plus 15% (tax and handling charge).

B. An Additional 15% administrative charge shall be added
to all District provided labor and equipment costs.
