The meter installation crew consists of three to five field staff installing approximately 80 meters per month.

The meter crew is installing residential meters for the phase 4 program. The CWD crew will install approximately 695 meters during fiscal year 2010 / 2011.

Federally Funded - Accelerated Meter Program

Carmichael Water District has secured a Federal Meter Grant that will fund an acceleration of the District’s metering program. The District was awarded a federal grant in the amount of $550,000 to install additional meters on properties during the 2010-2011 fiscal year. This is an exciting opportunity for the District to continue to move forward with the planned meter installation program at an accelerated rate at NO EXPENSE TO THE DISTRICT RATEPAYERS. All work associated with the meter installation for this acceleration portion of the meter installation is paid for with the grant money.

In order to accelerate our program, the Board of Directors adopted a new resolution on June 21, 2010 amending the metering program. Staff and grant contractors are installing meters throughout the District at an accelerated rate. As of July 31, 2010 the District has 1,949 service connections remaining to be metered. By the end of the accelerated meter grant installations and the end of fiscal year 2010-2011, the District will have approximately 1,175 meter installations remaining. The new schedule for meter installation will likely move the scheduled meter program forward for completion of District wide metering by June 30, 2012.

When Will My Installation Take Place?
All remaining flat rate accounts are scheduled to have meters installed by June 30, 2012. As part of the meter installation program, a notice and information packet will be delivered to each customer’s property 48 hours prior to the installation. This information packet contains frequently asked questions regarding meter installation, conservation tips, and other helpful items to ease a customer’s transition to metered billing.

Meter Installation Q & A's

Q.
How long will the installation take?
A.
Typical installation time is approximately 4 hours.
 
Q.
Do I need to be home during the installation?
A.
Customers do not need to be home during the install. You will be notified 24 hours in advance of the meter installation.
 
Q.
How is the location of the meter determined?
A.
Installation of the meter will be in the same vicinity of the existing service valve. Conditions may arise that prevent the meter from being installed in the same spot as the service valve such as trees and retaining walls. Efforts will be made to keep the meter as close as possible to the original valve.
 
Q.
Will my landscape be affected?
A.
District crews will make every effort to keep the impact on landscaping to a minimum. Some installation may require the relocation of plants or vegetation. District crews are fully aware of the importance of landscape restoration.
 
Q.
Will the pressure go down after the meter is installed?
A.
Typically the pressure is not noticeably affected. Due to the configuration of the meter a minimal amount of pressure is lost.
 
Q.
Will flow or volume be affected?
A.
You will still retain the same approximate volume of water through the meter as you did through the existing valve.
 
Q.
How do I read the meter?
A.
Just like gas and electric meters, water meters read left to right. The water meters used by the District are calibrated to measure volume in cubic feet (12 in. X 12 in. X 12 in.). The dials of the meter read in an industry standard of (1) ‘ccf’ equating to 100 cubic feet or 750 gallons (one cubic foot is equal to 7.5 gallons). When will the District start reading the meter?
A.
We will begin bimonthly reading immediately after the installation in order to supply you with consumption data. The information collected will also give the District historical data for use in long-term planning as well as aid in leak detection for both the District and Homeowner.
 
Q.
Will the service rate change once the meter is installed?
A.
No, customers will remain on a “Flat Rate” until they are transitioned to metered billing. The District will supply you with usage information on your normal bill for at least one year prior to the transition to metered billing, at which time you will be billed on a bimonthly service charge and commodity (usage) rate. In order to provide you with the usage information, there will be a change in your billing due date. The initial bill following the installation of the meter will change from the even month cycle to the odd month cycle, which will cause a onetime only back-to-back billing.
 
Q.
I have heard that having a meter may affect my water heater, is this true?
A.
Per Carmichael Water District Construction Improvement Standards, meters are installed with a dual check valve. The purpose of the check valve is to prevent water from a customer’s plumbing system from back-flowing into the potable water supply. The installation of a dual check valve may result in a potential closed plumbing system within the premises preventing hot water from back-flowing into the public supply. As such, provisions may have to be made by the consumer to provide for thermal expansion within their system, i.e.: the installation of thermal expansion devices and/or pressure relief valves. Check with the manufacture of your water heater for details.
